Regenerative Ag Pilot Program
The USDA has launched a new Regenerative Agriculture Pilot Program (RPP) for FY27, and Vermont producers now have access to a limited set of eligible practices, including the newly approved Contour Orchard. This program is a national USDA initiative intended to support “regenerative” practices. However, the scope is extremely narrow. In Vermont, the only agroforestry‑related practice included is the newly-approved Contour Orchard.
Other regenerative practices, including most agroforestry systems, are not included.
Where's the money coming from?
It’s important to understand that this program is not funded with new money.
Instead, USDA has directed every state to earmark 25% of their EQIP allocation, and 25% of their CSP allocation to this pilot program. This means the funds available for other conservation priorities are reduced accordingly.
Two major policy changes will accelerate how fast these dollars are spent:
- No cap on total EQIP awards - Producers may now hold multiple EQIP contracts, each capped at $450,000. This change has the potential to result in concentrated funding among the largest operations in Vermont and across the nation.
- Limited eligible practices - Because the practice list is so narrow, large projects may draw down the statewide allocation rapidly. Vermont has approximately $14 million available statewide — and it will not go far under these new rules.

What this means for you:
